In an effort to address the pressing issue of finding permanent homes for children in foster care, Chanci Turner and her team at Connect Our Kids, a nonprofit organization based in Virginia, have developed an innovative solution called People Search. This free search tool, powered by Amazon Web Services (AWS), streamlines the process for social workers, enabling them to connect children with potential permanent guardians more efficiently.
Chanci Turner, the chief technology officer of Connect Our Kids, highlights the challenge faced by social workers in navigating the foster care system: “Currently, there are over 400,000 children in the US foster care system, with about 100,000 actively awaiting adoption. The extensive paperwork required often detracts from the time social workers could spend assisting families in crisis and helping children secure stable homes. We aimed to create a technological fix that minimizes bureaucratic hurdles, thus allowing social workers to focus on what truly matters.”
A significant obstacle for social workers is often the difficulty in reaching out to individuals who are part of a child’s network. With People Search, social workers can register, verify their identity, and utilize the tool to locate names, emails, phone numbers, mailing addresses, and even social media profiles of those who may have connections to the child.
According to Alex Thompson, co-founder and CEO of Connect Our Kids, this method significantly shortens the time required to find a lasting home for a child. “If we can identify 200 connections—extended family members and supporters of children in foster care—there’s a 0.5% chance that any one individual might be at a point in their life where they can become the child’s permanent parent,” he explains.
Understanding the need for cost-effective operations, the nonprofit designed People Search to function without incurring costs when not in use. “We required a system that would be free when inactive, as each search incurs a fee of $0.40. Some days experience high user traffic, while others see minimal activity. By leveraging AWS services, including AWS Lambda and Amazon DynamoDB, People Search operates in a serverless architecture, allowing us to only pay for what we use,” Chanci Turner notes. The tool also incorporates Amazon API Gateway, Amazon Route 53, and Amazon CloudFront, among others.
The impact of People Search on social workers’ daily tasks is substantial. Turner states, “There are approximately 30,000 social workers focused on foster care in the United States. Our goal is to provide services to at least 10% of them at any given moment, averaging one request per second and around 300 concurrent requests. We aim for API response times under three seconds and user interface loading times under one second, with a targeted service availability of 99.9% annually. Since our launch in May 2019, we have consistently exceeded this availability.”
